SystemConfig is duplicated, and should be only in ArtiConfig

Both ArtiConfig and TorClientConfig contain SystemConfig. (Currently this is just the max fd limit.)

This ought to be in ArtiConfig IMO, but in arti (as I explain in !421 (comment 2788759) ).
