Resolve "This isn't a real problem" error TODOs in circmgr

While working on #323 (closed), I ran into a few TODOs in circmgr that say something along the lines of "We shouldn't count this particular error against our retry limit." We should implement that, and additionally use this to influence our output when we summarize the errors.
