Expose SRV accessors from NetDir

As part of the consensus document, the authorities compute a daily "shared random value". They do this at least a few hours in advance, so that 1-2 SRVs may be visible at once. See proposal 250 for more information.

We should parse and expose these values in tor-netdoc; we should also expose them from tor-netdir.
