RUSTSEC-2023-0040: the users crate is unmaintained

fs-mistrust depends on users, which is unmaintained (see RUSTSEC-2023-0040).

We're ignoring RUSTSEC-2023-0040 for now, but in the long term we need to find a replacement for users (sysinfo and pwd are potential candidates).
