Re-launching chutney with cached descriptors sometimes fails

A user reports that chutney sometimes fails when relaunched with a previous configuration and cached descriptors.

https://lists.torproject.org/pipermail/tor-dev/2016-April/010854.html

Typically, chutney is run on a newly-configured directory every time, so we don't run into this bug very often.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
