Make relay and client directory permissions consistent

Chutney creates the data directory with mode 0777, and when relays add keys to it, they modify the permissions to 0700.

But clients never add keys, so they remain at 777.

We can make this consistent by creating the directory with mode 0700 to begin with.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
