Make chutney log the bootstrap progress for each node

To solve legacy/trac#20473 (moved) and implement legacy/trac#22132 (moved), we need to know when nodes have bootstrapped.

Bootstrap progress is also useful when debugging failures.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
