Prop 311: 6.1. Test IPv6 ORPort Reachability using Chutney

Test the IPv6 ORPort Reachability and Extends changes in proposal 311, using chutney networks with AssumeReachable disabled.

(Chutney currently enables AssumeReachable by default.)

Chutney already implements some of these tests, but we still need a fix for a bridge descriptor upload bug, see tor legacy/trac#33582 (moved) and chutney legacy/trac#33407 (moved).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
