Test that recent tor clients can use microdescriptors when configured to only use IPv6

Since legacy/trac#20996 was fixed in 0.3.0.1-alpha, we can remove the `UseMicrodescriptors 0` workaround in the chutney IPv6-only tests: but only for recent tor versions (see legacy/trac#21000).
