Remove broken fallbacks from the 0.2.8 list

Please merge my branch broken-028-fallbacks to both 0.2.8 and master. It comments-out fallbacks that have broken since I last checked in just before 0.2.8.6.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
