Increase fallback stability, flag percentage, and bandwidth

In legacy/trac#18828 (moved), I had to decrease the fallback criteria to get ~160 fallbacks. It would be great to increase these to:

  • Stability: 3 months+ (from 7 days)
  • Flags: 95%+ (from 90%)
  • Bandwidth: 2MBytes/s+ (from 1MByte/s)
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
