Tor VPN allows pings/ICMP to bypass Tor?

Under an Android profile that has the Tor VPN set to block traffic until the VPN is started, it seems like it is possible to run ping commands while

  • the Tor VPN is not started
  • the Tor VPN is not connected
  • the Tor VPN is connected
