Make the pcap logging a compile-time opt-in

The pcap_path option for logging all traffic is dangerous in production but useful for debugging. I think its best if we hide it behind a feature flag like pcap or dangerous in order to imply its impact on the security.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
