display connectivity state

as a follow-up of our discussion here: tpo/applications/vpn#250 (comment 3199926)

we can log in to the dummy app connectivity state changes received from https://developer.android.com/reference/android/net/ConnectivityManager to proof that third party apps properly implementing Android network APIs will receive an event as soon as onionmasq completely bootstrapped and is in a usable state.
