expose arti bootstrap events to JNI

• we discussed with @eta on the tor-vpn gathering to use a json format to expose the bootstrap events
• arti seems to have these events, from what I can see we only need to add a getter in onion-tunnel (owns arti_client) and handle the events in onionmasq-mobile
