FFI error events

after !49 (merged) being merged, we can follow up with the Blockage reasons that explain why arti might be stuck. The ffi event BootstrapEvent already contains some stubs for them.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
