Publish into Gitlab package registry

Lets publish a version of onionmasq into the gitlab package repository here (similarly to what is done with the vpn app), which would let us install things from our repository directly and would avoid putting the .aar in the tpo/applications/vpn repository.

Putting onionmasq into maven central is covered by #45, but we can also benefit from publishing it here as well.
