having some configuration option for non-default use cases

requested on Discourse: oniux doesn't use an existing daemon, which means people with non-default use cases (including FascistFirewall, Socks5Proxy&co, or even just using bridges) will need to be covered by oniux itself.

(note: i'm not sure arti has most of these knobs)

Possibly this would mean reading arti configuration files, and accepting overrides through -o like arti does, so that people using both arti and oniux don't have to duplicate their configuration
