Don't require ancient "bugfixes on" versions in changes file.

, we enforce that changes file have a bugfix on <version
which is sometimes a time consuming effort to find out which version using a series of git blame sometimes.
In an attempt to make our workflow less time consuming to contribute patches, I propose we reconsider doing that.
As far as I'm concerned, I have no idea why or what it is used for.
