Do something about all of our unsorted Tor tickets.

We've got 2145 open issues in Tor right now. Most of these are from our old "Tor: unspecified" milestone, which turned into a bit of a dumping ground. There are lots of ideas, discussions, and should-do things there.

We should probably figure out how we want to handle all of these. Bulk-deletion makes me sad; can we do better?
