GitLab is used only for code review, issue tracking and project management. Canonical locations for source code are still https://gitweb.torproject.org/ https://git.torproject.org/ and git-rw.torproject.org.

Try to set up a minimal gitlab CI script

This is based on @eighthave's templates, and the work we've been
doing to present a uniform testing environment.
