Backtrace support for windows

With legacy/trac#9299 (moved), we added backtrace support for nearly all operating systems. Naturally, this doesn't include windows, because Windows Is Different.

We should use StackWalk64 to walk the stack, and we should use SetUnhandledException filtuer to detect crashes, or whatever the preferred mechanisms are.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
