moria1 cites a different address than tor and stem

In the consensus moria1 has the following entry for itself...

dir-source moria1 D586D18309DED4CD6D57C18FDB97EFA96D330566 128.31.0.34 128.31.0.34 9131 9101

But tor and stem instead use 128.31.0.39. Seems both addresses work, but should tor and stem cite what moria1 itself does? I'm running into this because I added a test to see 'is our hardcoded dirauth list up to date?' and it's failing for moria1 right now.

(not spotting a dirauth component so defaulting to tor, but marking arma as the owner)
