Add a torrc option to set the value of INTRODUCE2 cells seen before rotating an intro point

Ticket legacy/trac#15714 (moved) proposed that we could add an option to torrc to control the value of INTRODUCE2 cells an introduction point sees before the HS rotates it.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
