Make it easier for everybody to be a bridge

Our bridges design requires lots of bridges, but configuring a bridge is currently a nontrivial activity. It would be great if more clients could act as bridges automatically.

There's an initial start of a design under proposal idea xxx-automatic-node-promotion.txt.
