Make Tor be built with cmake

Because cmake is a real cross-platform make solution. Nowadays we cannot build tor in windows using any compiler available, we are restricted to cygwin/mingw. But what if I don't have them, but have Visual Studio? Cmake is a ultra-lightweight solution which does the work for most of compilers and IDEs and has a nice gui configurator. Imho it is a crime against the developers not to use it for build.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
