Add chutney's single-onion and single-onion-ipv6 targets to make test-network-all

I'm proposing we add these with legacy/trac#20069 (moved) once legacy/trac#17178 (moved) is merged to Tor, and legacy/trac#17622 (moved) is merged to chutney.
