Add a guard-status getinfo

Bridge users should get better feedback about which bridges are up and running, etc. This means controllers need to get an idea about the current status of the bridges as Tor sees it. Just listening to GUARD events isn't sufficient, because there will be a race between the controller attaching to Tor and Tor generating the events.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
