Remove restriction to not send relay_early for rend circs
Back in bug legacy/trac#1038 (moved) we added a restriction not to send relay_early cells on rends circuits. The time without relays running versions 0.2.1.3-alpha through 0.2.1.18-alpha has come, so it should be fine to lift the restriction now.
