We should test for fairness on entry and exit connections

See bug legacy/trac#1298 (moved) : Some time in the 0.2.3.x-final timeframe we should do some pretty serious testing for circuit fairness, stream fairness, and connection fairness. I'm calling this an "enhancement", since right now we don't really have the code to test for this.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
