Add HSv3 chutney networks to tor's make test-network-all

Once we merge legacy/trac#22430 (moved), and the relevant hidden service client code, we'll want to add an IPv4 and an IPv6 HSv3 to make test-network-all.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
