tor-spec: move IPv6 addresses from microdescs to microdesc consensus

My torspec branch bug20916 documents the changes in legacy/trac#20916 (moved) and children. And it fixes legacy/trac#13043 (moved).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
