Tor should tell us which geoip file it is parsing

We've had a lot of trouble with geoip files being loaded from the wrong location/not being found etc. When the file is not found, we would tell which path we were trying to load, but when the file was found we only say "parsing geoip file". That appears to be silly, instead we should give the actual file we're parsing.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
