Make bridges work when the authorities are blocked

Bridges should be able to:

• bootstrap using fallbacks
• find and connect to enough relays to avoid failing too many client paths

If bridges used bridge guards (#7144), they would work even if most relays were blocked.

This is similar to IPv6-only bridges (#23824 (closed)).
