Implementation in my branch restart_debug.

Note that this is meant as a developer-only feature, for use in debugging legacy/trac#23847 (moved). We should remove it eventually.

Note also that Tor will crash if you run with this feature enabled now: legacy/trac#24581 (moved) has the fix for that.
