Hidden service xxx exceeded launch limit with 10 intro points in the last 35 seconds. Intro circuit launches are limited to 10 per 300 seconds

I've checked this ticket: https://trac.torproject.org/projects/tor/ticket/22159 It marked fixed at branch 0.3.1, My tor version is 0.3.2.6-alpha-dev. It looks like there's still a problem.
