Add a "CONTRIBUTING" file

Github expects there to be a top-level file named "CONTRIBUTING" or "CONTRIBUTING.md" with instructions on how to get started. We should create such a file, and have it send new developers to our documentation.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
