add tor's code of conduct to the tor.git repo?

It looks like if we create a CODE_OF_CONDUCT or CODE_OF_CONDUCT.md file in the top-most directory of our repo, Github will do some nice things to let new contributors know about it (along with asking them to read the CONTRIBUTING guidelines). Should we add our code of conduct? Or add a link to where it can be found?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
