Allow passing seed value to slow/prop_distr/* tests

It would be useful to be able to pass the seed as an environment variables or argument to the slow/prop_distr/... tests to quickly check if one can reproduce a known test error with a given seed.

This is related to legacy/trac#29109 (moved).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
