PrivCount proof of concept: use pubsub for events that PrivCount cares about

Once the pubsub API is finished (legacy/trac#28226 (moved)), we should use it for PrivCount events:

• new consensus
• start/end stats collection
• infrequent statistical events (not bandwidth)
