Add pluggable transports to Tor's chutney CI job

We added PT support to chutney in legacy/trac#29024 (moved), now we need to make sure tor changes don't break PTs.

We should probably get chutney CI merged into Tor first, see legacy/trac#29280 (moved).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
