Add a tor-libtor-gen tool, which generates libtor C code that executed that command line
curl has a --libcurl option that transforms a curl command-line into libcurl code: https://curl.haxx.se/docs/manpage.html#--libcurl
We could do the same with a tor command-line,
But we wouldn't want C code generation in tor itself, so we should build a separate tool. That will be a lot easier once our config parsing has been refactored.
