Circuit padding is not subject to flow control

Because Tor's flow control only applies to RELAY_COMMAND_DATA cells, the padding injected by circuit padding is not subject to flow control (RELAY_COMMAND_SENDME).

For small amounts of padding, this is insignificant, but for larger amounts, it may be desirable to subject it to flow control, or to create some other form of flow control specifically for padding.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
