When bridges change, only close the circuits for the bridges we stopped using

In legacy/trac#3200 (moved) we changed things so we drop all prebuilt circuits every time a bridge changes. We don't actually have to go that far -- we could just drop the ones that used bridges that aren't configured anymore.

We could also do that for entrynodes, exitnodes, etc etc if you wanted to get fancy.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
