test/parseconf: Document include behaviour, and add basic parsing tests

We don't document the "%include" behaviour in test_parseconf.sh.

We also don't test the basic script behaviour, without any options.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
