Stop public authorities specifying an internal address for their IPv6 ORPort

When we implement Address [IPv6] in legacy/trac#30954 (moved), we should check that the supplied IPv6 address is a public address on Directory Authorities.

This matches the current Address IPv4 check for authorities.
