Remove documentation for `--dump-config non-builtin` and deprecate it

As teor finds in legacy/trac#32467 (moved), it is apparently just the same as "short".

I should confirm that, and act accordingly.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
