sendme: Change default emit cell version from 0 to 1

In legacy/trac#32774 (moved), the consensus is telling every relay to emit SENDME v1.

We should change the default hardcoded value from 0 to 1 as well.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
