Allow extend_info to contain both IPv4 and IPv6 ORPorts

To send dual-stack EXTEND2 cells in legacy/trac#33222 (moved), we need to have IPv4 and IPv6 addresses in extend_info_t.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
