Web based config/status interface

I think it would be very beneficial to everyone using tor to have a web based config/report functionality built into tor. The most logical URL would then be "config.onion" and "status.onion".

This will eliminate all the different clients used to control tor. Ofcourse the control port should remain operational for a while to let users have an option to adjust and shift to the new way...
